Abstract

The election of the village chief simultaneously shows the progress of local-level democracy. In practice, it reveals, however various strategies that bring about negative consequences. These strategies have roots in habits that have been implemented in significant- scale elections. This article results from qualitative research, whose design is a case study method. Primary data is gained from unstructured interviews and the non-participation observations, while the empirical one obtained from triangulation techniques. The results of the research reveal that the existence of the village fund draws candidates to run in the elections. Still, it creates adverse consequences in the form of the emergence of patronage and clientelism practices, which make elections undemocratic. This has caused disputes among family members and supporters of chief village candidates. Lack of political education, poverty, and inadequate human resources were other factors for the emergence of patronage and clientelism.
