POSISI WAKIL KEPALA DAERAH DALAM SISTEM PEMERINTAHAN DAERAH DI INDONESIA

Abstract

In the current structure of Indonesia's politics, vice-chiefs of regional governments have likely equal position and harmony with chiefs of regional governments since they all are elected through direct elections. In most cases, after the elections, frictions occur between them which lead to disharmonywhich influences the effectiveness of the regional government in the long-run. This study reveals problems regarding the position of the vice-chiefs of regional governments in the context of regional autonomy. lt further explains how far the strategic position of the vice chiefs of the regional governments is taking into account the existing role of Sekda (the Regional Secretaries) as chief administrative officers. This study proposes the need to accommodate the important role of the vice chiefs of the regional government in pushing regional autonomy and conducting their representative function in a new amending law.
