KEBIJAKAN PENGEMBANGAN BIOFUEL DAN ISU DEFORESTASI

Abstract

Biofuel development policy has not contributed significantly to the achievement of national energy mix policy though there has been availability of potential raw material, particularly crude palm oil. Less political will of both central and local governments, and poor infrastructure and supporting institutions have been identified as constraints of the achievements. Applying a qualitative method, based on in-depth interviews and documentary studies, the research, conducted in West and East Kalimantan Provinces, in its analytical descriptive report reveals issues arising from biofuel development policy. The writer argues that though the biofuel development policy has not been implemented in the two provinces, the massive conversion of land for crude palm oil plantation is indirectly a factor to their deforestation level. More importantly, as the biofuel development policy has not been implemented, the national deforestation reduction policy does not play a role to the achievement of biofuel development policy.
