Abstract
Main problem in this research is low quality of human resources in the region. This research target is to identify and explain the presence or absence of partially or simultaneously influence the leadership of the regional head who is guiding, making the structure and facilitation of activities and relationships to the quality of human resources. The research method used in this research is method survey. Technique of data analyse used analysis path. Test of validity instrument used with correlation of Pearson and reliability test with Cronbach. The results showed that the hypothesis of leadership of the region with the dimension guide, making the structure and facilitation of activities and have positive and significant relationship partially or simultaneously to the quality of human resources.
