Abstract

According to Law Number 511962 and 3212004 state owned local enterprises should be strategic actors and source of local revenues or local economic development. Demands on enterprises to create profit and run public service obligation have been acaunted by government and local parliament. This research found that accountability measurement of enterprise performance should refer to a private enterprise measurement' Potitical accountability should be reduced to give a larger space for enterprise development to become professional and competitive.
