NETRALITAS BIROKRASI DALAM PEMILU LEGISLATIF 2009

Abstract

The issue of neutrality of bureaucracy in the general election always becomes problematic. The Indonesian bureaucracy remains to be seen unneutral. Several legal frameworks have so far been made to maintain the neutrality of bureaucracy in Indonesia. This research was conducted to see the neutrality of bureaucracy following the passage of the Law No.10/2008 on the Election of the House of Representatives, the Regional Representative Council and the Regional House of Representatives. The issue is approached through a theoritical thinking of the neutrality of bureaucracy and its relations to the need of good governance. The technique used to collect data is through interviews and information gathered from the text books, journals, papers and internet sites. This research using qualitative approach and descriptively analysed secondary data concluded that the bureaucracy has not been neutral in the legislative general election of 2009.
