Abstract

Globalization requires corporations to expand internationally in order to win global competition. State-Owned Enterprises (SOEs) which serve as the state’s source of income through their tax and devidend payment also face these challenges. Thus, they need to craft strategies in order to win the global competition. This study aims to analyze the issue in its relations with international expansion opportunities. This study uses qualitative method, in which data is obtained from books, journals, official documents, and internet resources. This study reveals that telecommunications is the most prospective sector for international expansion. The SOE can enter the market using these following strategy alternatives, namely licensing-alliances and licensing-joint venture. Nonetheless, the licensing-alliances strategy contains smaller risk while still able to increase the SOE’s revenue.
