Abstract

The emergence of the Women’s March (WM) has had an influence on public policy in Indonesia and the United States. Since its inception at Washington in 2017, WM has reached 30 countries in the world, including Indonesia. WM’s efforts in promoting women’s rights and issues have had a collective influence on society’s social patterns and public policies. The goal is that public policies in the US and Indonesia can provide security, protection and justice for women. Nevertheless, WM in Indonesia and the US have some differences and similarities in their influence on public policy. Through a descriptive-qualitative approach, this study will describe and critically analyze the differences and contrasts in the influence of WM on public policy in Indonesia and the US. This study uses data collection techniques based on library research using secondary sources. The theory used in comparison and contrast is MSSD (Most Similar System Design) and the theory of interest promotion groups from Hague and Harrop. This study resulted in a comparison and contrast of patterns and effects of WM in Indonesia and the US. The results are based on the strength of the influence of interest promotion groups in each country including the government’s response to it.

Abstrak

Kemunculan Women’s March (WM) telah memberikan pengaruh terhadap kebijakan publik di Indonesia dan Amerika Serikat. Sejak awal kemunculannya di Washington pada 2017, WM telah menjangkau 30 negara di dunia termasuk Indonesia. Upaya WM dalam mempromosikan isu-isu dan hak-hak perempuan telah memberikan pengaruh kolektif terhadap pola sosial masyarakat dan kebijakan publik. Tujuannya adalah agar kebijakan publik di AS dan Indonesia dapat memberikan keamanan, perlindungan dan keadilan terhadap perempuan. Meskipun demikian, WM di Indonesia dan AS memiliki beberapa perbedaan dan kesamaan pengaruh terhadap kebijakan publik. Melalui pendekatan deskriptif-kualitatif, penelitian ini akan mendeskripsikan dan menganalisis secara kritis perbedaan dan kontras pengaruh WM terhadap kebijakan publik di Indonesia dan AS. Penelitian ini menggunakan teknik pengumpulan data yang berdasarkan riset kepustakaan (library research) dengan menggunakan sumber kedua (secondary sources). Teori yang digunakan dalam pembandingan dan kontras adalah MSSD (Most similar System Design) serta teori kelompok kepentingan promosi dari Hague dan Harrop. Penelitian ini menghasilkan sebuah perbandingan dan kontras pola dan pengaruh WM di Indonesia dan AS. Hasil tersebut didasarkan pada dasar kekuatan pengaruh kelompok kepentingan promosi di masing-masing negara termasuk respons pemerintah dalam menanggapinya.
