KEBIJAKAN REVERSE BRAIN: MENGAPA PENTING DAN ALTERNATIF PENDEKATAN

Abstract

Brain drain merupakan fenomena umum yang terjadi hampir di semua negara, termasuk Indonesia. Masalah ini mendorong Pemerintah untuk melakukan strategi reverse brain yang diimplementasikan ke dalam berbagai kebijakannya sehingga merubah dari brain drain menjadi brain gain. Hal ini diperkuat dengan analisis literatur yang memperlihatkan bahwa memang sedang terjadi gejala brain drain. Untuk itu perlu dikembangkan kebijakan dengan pengembangan sistem inovasi nasional yang didukung dengan peningkatan penelitian dan pengembangan yang dibarengi dengan penciptaan iklim kondusif bagi pengembangan Iptek, dan pendekatan ini perlu disinerjikan dengan perencanaan pembangunan.
