Abstract

The issue of funding of political parties such as expensive campaign costs, illegal donations, corruption of political party members’, and the unwillingness of political parties to be open and transparent in funding management show that political parties are still not open and modern. This article aims to examine the issue by focusing on the problems, how the funding arrangements of political parties in Indonesia and their implications, and how alternative funding models of political parties should be introduced to realize an open and modern political party. This study uses normative legal research by utilizing the primary legal materials of statutory regulations, secondary legal materials of books, journals, and other scientific papers, as well as tertiary dictionary and internet dictionary materials, which are then analyzed qualitatively. This study concludes, first, the regulatory model of the funding is still changing frequently and has not provided a fair arrangement for political parties. Without strong funding support, political parties will not be able to survive. Therefore, only political parties with networks and businesses can survive and win contestation. Secondly, a political party funding model is required in the form of a financing balance between donations (individuals or business entities) and public funding assistance from the state budget, thereby providing justice for access to finance and forcing political parties to be open in funding. The model should be followed by the use of state finance management principles in the financial management of political parties, standardization of reports, restrictions on donations and possible use of third parties to circumvent such restrictions, use of electronic transactions, supervision, and sanctions, as well as by strengthening law enforcement. These are pushed to find an alternative model of funding to create an open and modern party.
