Abstract
A professional state intelligence system must be ready and able to quickly anticipate and respond vaious national threats abruptty come by providing sufficient early warnings and proper inputs to President to make national policy to ighily address fhe threats. Proper handling of secrecies of intelligence information is always notified by state intelligence apparatus in conducting their tasks. As a consequence, principles of information restrictions, accurate selection of intelligence information, clear decision on secrecies and expiration of intelligence information, and its credibility on the one side, and the accountability of intelligence apparatus on the other, should necessarily be regulated in specific law on intelligence, thus, its implementation will not against democracy, particularly h u m an rights.
