PENYELESAIAN KONFLIK DI TANAH PAPUA DALAM PERSPEKTIF POLITIK

Abstract

This study offers five recommendations for a peaceful conflict resolution in Papua, emphasising political openness and persuasion, the role of local authorities and Papuan People’s Council, as well as imposing sanction to perpetrators of grave human rights violations and creating stability and an effective mechanism. These recommendations are expected to be able to diminish the sources of conflict in Papua which caused by different perceptions on the 1969 Pepera implementation and development policies and approaches. With the use of pattern and direction analysis, and analysis of policy effectiveness of every period of government since the Old Order, this study concludes that the majority of policies introduced by the government are far from expected. This study also found that coercive- repressive approach continues to occur in Papua.
